推进化肥农药减量,是全面夯实粮食安全基础、加快推进农业全面绿色转型的必然要求。 也是保障农产品质量安全、加强生态文明建设的重要举措。 为加快推进我省化肥农药减量工作,提高化肥农药增效,根据《农业农村部关于印发的通知》(农农发[2022]8号),我省制定了《辽宁省到2025年化肥减量行动计划》和《辽宁省到2025年农药减量行动计划》,现印发给你们。请结合因地制宜细化实施方案,加大工作力度,强化责任落实,切实有序推进,确保取得实效。

辽宁省2025年减肥行动计划

一、现状与情况

全省各地进一步推动实施化肥使用零增长行动。 科学施肥理念不断强化,科学施肥技术不断创新,科学施肥措施不断落实,为粮食产量稳定在2100万吨以上、推进绿色农业提供了重要支撑。种植业高质量发展。 支持。 一是化肥用量继续下降。 推进更大范围、更高水平的测土配方施肥,加快化肥有机肥替代,推广应用微生物肥等新型肥料。 农化肥用量连续六年持续下降。 2021年全省农用化肥使用量135万吨(纯),比2015年下降11.2%。二是施肥结构更加优化。 制定水稻产区、玉米产区氮肥配额指导意见,发布农作物和农作物科学施肥技术技术咨询,指导科学选用和使用肥料。 三是不断改进施肥方式。 推广应用高效施肥技术,测土配方施肥技术覆盖率保持在90%以上,盲目施肥和过量施肥得到有效遏制。 四是化肥利用率明显提高。 实施一批重点工程,推广一批科学施肥模式。 2021年,我省主要粮食作物水稻、玉米化肥利用率达到40%以上,比2015年提高5个百分点。 五是管理机制逐步完善。 加强有机肥、微生物肥等新型肥料登记管理,将水溶肥等7大类肥料登记改为备案,开展肥料质量监督抽查,强化建设化肥标准体系,引导化肥行业转型升级。

“十四五”时期是加快推进农业绿色发展的重要战略机遇期,推动农业绿色发展取得新的更大突破,对减肥增效提出更高要求。 一是稳粮任务更加艰巨。 全面夯实粮食安全基础,确保中国人民的饭碗牢牢掌握在自己手中,是当前和今后一个时期农业农村工作的重点任务。 推进减投入,既要减少不合理的化肥用量,又不能以牺牲生产为代价。 减排工作面临新的挑战。 二是绿色发展要求更高。 推进资源集约利用、产业模式生态化、发展方式绿色化,是改善生态环境、促进农业绿色发展的主攻方向。 进一步推进化肥减量是必然要求。 三是科学施肥需求更加迫切。 我省粮食作物化肥用量趋于合理,但仍存在经济作物用量不准确、结构不合理、施肥方式不完善等突出问题。 同时,化肥品种还比较单一,氮、磷、中微量元素配比不够优化,有机无机肥配施问题没有彻底解决。 面对这些新情况新要求,要加大工作力度,创新工作模式,综合施策,扎实推进全省化肥减量工作。

二、一般要求

(一)指导思想

以习近平新时代中国特色社会主义思想为指导,全面贯彻落实党的二十大精神,全面准确全面贯彻新发展理念,以保障有效供给为目标坚持粮食和重要农产品产学研协同,推动种植业绿色高质量发展,坚持全产业科研、推广、管理、产用评价全链条协同推进,加快推进建设现代科学施肥技术体系、管理体制和制度体系,以科学施肥、精准施肥、绿色施肥为重点,推进机械施肥、水肥一体化、多重替代。 对肥料新产品、新技术、新装备进行集成创新和推广应用,推进精准施肥、智能施肥、绿色施肥、专业施肥,实现肥料行业减肥增效、高质量发展,贡献力量稳定粮食供应和绿色发展,为乡村振兴提供有力支撑。

(二)基本原则

一是创新驱动,科技支撑。 强化创新对减肥的支撑作用,以新技术、新产品、新装备为重点,推进技术集成和创新,突破一批重大瓶颈,推动科学施肥升级。

二是科学施肥,多次换种。 坚持因土施肥,按需施肥,切忌过量施肥和盲目减重。 科学施有机肥,推广施用新型肥料,推进绿肥种植和秸秆还田多样化,挖掘土壤养分有效性,减少化肥施用量。

三是因地制宜,综合施策。 以粮食主产区、重要农产品生产保护区、生态治理压力大地区为重点,针对突出问题,综合运用技术、经济、行政手段,统筹推进化肥减量。

四是创模式建机制。 加强技术成熟和集成应用,创建和推广一批科学施肥技术模式,积极发展统一计量配送、智能配肥、代施管理等农化服务,探索建立施肥等长效机制配额系统和分类账系统。

五是政府引导,整合资源。 充分发挥政府引导作用,强化政策支持和资金支持,夯实科学施肥公益基础。 充分发挥企业主体主体作用,带动社会力量广泛参与,凝聚化肥减量合力。

(三)目标任务

建立健全以“高产、优质、经济、环保”为导向的现代科学施肥技术体系,完善肥效监测评价体系,探索建立“一主多元”的科学施肥推广服务体系。将公益性和市场化相结合,加快构建完备的减肥法律政策、制度标准和工作机制,努力实现“一减三提”。

一是进一步减少农用化肥总量。 到2025年,氮、磷、钾、微量元素养分结构更加合理,全省农用化肥施用量以稳中有降为主。

二是进一步加大有机肥资源还田力度。 大力推广有机无机肥混施、有机肥代化肥等有机肥施用技术,倡导绿色种养循环,促进有机肥资源有效合理还田。 到2025年,有机肥施用面积比重提高5个百分点以上。

三是进一步扩大测土配方施肥覆盖面。 继续开展农户调查、田间试验、制定、宣传培训、技术指导等基础工作。 到2025年,全省主要农作物测土配方施肥技术覆盖率稳定在90%以上。

四是化肥利用率进一步提高。 推广施肥新技术、新产品、新装备,全面提高科学施肥水平。 到2025年,全省玉米、水稻两大粮食作物化肥利用率达到43%。

三、技术路径及技术措施

(一)技术路径

一是“精细”,精准施肥减量增效。 夯实施肥调查、营养诊断、田间试验等测土配方施肥基础,准确制定和发布肥料配方信息,提高配方肥和专用肥施用比例,提高养分利用效率,减少不合理养分投入.

二是“调”,调结构减量增效。 加大绿色技术研发推广和投入,优化氮磷钾配比,调整养分形态与协调,促进高效吸收。 有针对性地补充中、微量元素,可以缓解缺乏症状。 引导肥料产品优化升级,大力推广新型功能增效肥料。

三是“改”,改进方法减量增效。 改进表施、撒施、漫灌等传统施肥方式,研发先进适用的施肥设备,推广应用高效施肥机械和种子肥料同步播种、侧深施肥、一体化施肥等施肥技术。水肥配套,配套缓控释肥、专用肥、水溶肥等高效新型肥料,改变传统施肥方式,提高施肥效率,减少化肥用量。

四是“换人”,多次换人减量增效。 合理利用有机养分资源,推广有机肥增施、秸秆还田、生物固氮等多种化肥替代方式,促进有机无机结合。 通过耕层调控、微生物活化等技术,激发土壤养分效能,替代化肥投入。

五是“管”,科学监督减量增效。 完善覆盖肥料生产和使用监管全链条的制度标准体系,建立健全主要农作物氮肥施肥指标,实行施肥指标制度和台账制管理,制定分区域、分作物、分养殖科学施肥指导意见时间,引导农民将施肥量控制在合理范围内。

(二)技术措施

施肥原则:

全省重点实施限氮、限磷、限钾。 同时,优化养分运行,调整施肥结构,增加有机肥施用量,合理施用钙、镁、硫、锌、硼、钼等中、微量元素肥料和微生物。 化肥等功能性肥料。 各地要根据当地土壤养分状况、农民施肥现状和不同作物对养分的需求,制定因地制宜、因时因地、因地制宜的精准施肥策略,解决施肥难点和突出问题。施肥。 有条件的绿色发展先行区、黑土保护区、特种作物种植区、生态敏感区可根据需要制定专项减肥增效施肥策略。

主要措施:

一是加强养分管理和调控。 加强土、肥、作物统筹,实施养分综合管理,统筹基肥追施,发展高效养分诊断、精准养分调控、数字施肥管理等施肥新技术,实现精准施肥。

二是推进肥料新产品推广应用。 推广应用缓释肥、稳定肥、水溶肥、微生物肥、有机无机复合肥、有机肥、增效肥等功能性肥料,推广实施配方肥,提高推广应用水平。新型肥料产品。

三是推动新型施肥方式配套融合。 农机农艺一体化、种肥同步播种机械推广应用、水肥一体化施肥节水设备、深施肥设备、土壤理化性状监测设备、喷施设备、侧深施肥机械、肥料喷洒无人机等高效机械或设备,提高施肥效率,降低运营成本。

四、重点工作

(一)测土配方施肥推广行动。 加强技术创新和推广服务,打造测土配方施肥升级版,推动深入改进推广。 打好基础。 建立常态化工作机制,继续开展施肥调查、营养诊断、田间试验等基础工作。 加强测土配方施肥数据管理和应用,及时更新施肥参数,修订养分丰度和施肥指标体系,准确制定施肥配方。 服务强。 创新高效检测手段,探索现代营养诊断技术,利用移动互联网等手段加强信息服务。 探索作物专用肥料包系统配送、植物营养管理、智能施肥“云服务”等集成模式,提升服务能力。 促进落地。 深入开展农业企业间合作,有效对接化肥生产企业、新型经营主体和社会服务机构,鼓励和引导化肥生产企业按配方生产配方肥和作物专用肥,探索融合化肥服务模式公益与商业相得益彰。 推动配方肥落地。

(三)推进化肥多元化行动。 统筹利用有机肥资源,鼓励和引导农民增施有机肥,促进有机肥与无机肥相结合。 种植周期。 以畜牧养殖大县为重点,鼓励有条件的地区因地制宜开展种养对接,将畜禽粪便等有机废弃物堆肥、沤制有机肥,就近还田利用,推广有机肥料因地制宜施用生物有机肥、有机无机复合肥等,促进有机无机结合。 把稻草还田。 通过覆盖、翻转、堆放、生物反应器等方式,充分利用农作物秸秆资源,还田利用。 合理轮作。 优化种植制度,促进花生、大豆等豆科作物轮作、间作,接种根瘤菌剂,促进生物固氮。

(4)肥效监测评价行动。 建立施肥效果监测评价体系,科学评价化肥减量效果。 布点。 以种植大户、家庭农场、专业合作社为重点,建立农户施肥情况调查点和施肥效果监测点,创新数据采集方式和机制,开展调查监测,掌握第一手数据。 搭建平台。 建设科学施肥数据管理平台。 在深入挖掘入户调查、试验、田间试验、效果监测等数据的基础上,系统整合肥料生产、流通等相关信息源,实现多源数据融合分析,提供“云服务”为科学施肥提供支持。 评价效果。 优化评价参数,建立省、市、县三级评价指标体系,科学确定评价方法,客观评价减肥效果。

(五)入户宣传培训。 加强施肥知识和施肥技术的宣传、培训和推广,促进科学施肥。 技术培训。 组织开展科学施肥培训行动,采取省、市、县、乡农技推广部门四级联动,通过科研教学、行业协会、施肥等方式开展多种形式的技术培训。企业、社会服务机构。 导游服务。 充分发挥科学施肥专家指导组和省专家组的技术支撑作用,组织开展“专家包”科学施肥指导行动,加强对基层农技推广系统、社会服务机构和新商业实体。 宣传指导。 开展科学认识化肥作用促进绿色发展专题宣传,编印科学施肥施肥宣传资料,收集总结化肥减量典型案例,现代媒体与传统媒体相结合广泛报道,提高宣传效果。

五、保障措施

(一)加强组织领导。 省农业农村厅成立了以分管部门负责人为组长、本部门有关部门和单位负责同志为成员、本部门种植管理部门会同的化肥减量行动领导小组。具体工作由省农业发展服务中心负责。 各市、县(市、区)成立以农业农村部门主要同志为组长的推进落实领导小组,加强协调指导,推动各项措施落到实处。

(2)压实工作职责。 落实“部门指导、省统筹、县抓落实”的责任机制,构建“政府落实、部门指导”的工作推进机制,坚持行政推进与技术服务相结合,突出政府部门作用,压实属地管理责任,将化肥减量主要任务分解到年度,细化到重点区域和主要作物,上下协调、多方配合,确保任务落实到位。

(三)加强法律保障。 开展肥料立法研究,积极推进肥料领域立法。 推进肥料管理衔接,有效衔接肥料生产、登记、经营、使用和监督管理各环节,构建科学、规范、高效的肥料行业管理机制。

(四)加大政策支持力度。 加强与财政、金融、科技等部门的沟通协调,建立健全稳定的减肥投入保障机制,支持探索建立科学肥料还田长效机制,持续推进化肥减量增效。

(五)加强科技支撑。 充分发挥教学科研机构、龙头企业和行业协会的技术、产品和信息优势,组织绿色投入品、新型施肥技术等研发创新,整合一批技术模式,加快转化与推广。化肥减量增效技术应用及成果。

辽宁省到2025年农药减量行动计划

为贯彻落实农业农村部《“十四五”国家农业绿色发展规划》、《“十四五”国家种植业发展规划》和《到2025年化学农药减量行动计划》要求,继续推进农药减量增效,特制定本方案。

一、一般要求

(一)指导思想

以习近平新时代中国特色社会主义思想为指导,全面贯彻落实党的二十大精神,全面准确全面贯彻新发展理念,坚持预防为主、综合防治”,加快转变防治方式,突出主要针对作物、主要病虫害、重点区域、关键环节,加强技术集成和创新,形成环境友好、生态相容的综合防治建立农作物病虫害技术体系,加强监测预警,大力推进绿色防控,统一防控,加强科学安全用药指导,在有效控制病虫害、确保农作物安全的基础上农业生产中,应努力实现减少农药用量的目标。

(二)基本原则

一是坚持减毒保产统筹。 着力提高病虫害综合防治水平,做到防治效果不减、农药减量不减产。 统筹推进粮食和重要农产品稳产保供和农药减量增效。

二是坚持数量和质量并重。 着力推进农作物病虫害全程绿色防治和农药科学安全使用。 在确保农业生产安全的同时,更加注重提高农产品质量,减少农药残留污染。

三是坚持生产与生态相协调。 应努力减少农药对环境和有益生物的不利影响。 在有效防治病虫害、保驾护航农业生产稳定发展的同时,更要重视保护农田生态环境和生物多样性。

四是坚持降本增效并重。 着力优化防控技术,整合推广简单易用、成本适中、效果显着的防控技术模式,更加注重减药与节本的有机统一增产增效。

(三)目标任务

到2025年,建立健全环境友好、生态包容的农作物病虫害综合防治技术体系,农药使用结构更加合理,全面提升科学安全用药技术水平办法,力争化学农药使用总量保持持续下降。

3. Technical path

According to the occurrence rules and hazard characteristics of crop diseases and insect pests, adhere to classified policies, treat both symptoms and root causes, and comprehensive management. Focus on the four aspects of “replacement, refinement, integration, and synthesis”.

The first is “replacement”, that is, biological pesticides replace chemical pesticides, high-efficiency and low-risk pesticides replace old pesticides, and efficient and precise pesticide application machinery replaces old pesticide application machinery. Promote the application of biological pesticides and high-efficiency and low-risk pesticides with high activity and low dosage per unit area, as well as their water-based and nano-based preparations, and eliminate low-efficiency and high-risk pesticide varieties; promote the application of high-efficiency and economical pesticide application machinery, and gradually eliminate old Old pesticide application machinery to improve the efficiency of pesticide utilization.

The second is “precise”, that is, accurate forecasting, accurate prevention and control at the right time, and accurate targeted application of pesticides. Strengthen the automation and intelligent monitoring and early warning of crop diseases and insect pests, and improve the ability and level of accurate forecasting; strengthen the monitoring and management of drug resistance, implement symptomatic drug selection, rotation of drug use, and appropriate amount of drug use at the right time; promote target application, slow-release damage control, low-volume spraying, etc. Efficient and precise pesticide application technology improves the effect of prevention and control.

The third is “unification”, that is, to cultivate professional prevention and control service organizations, and vigorously promote various forms of unified prevention and control. Increase efforts to support the development of a group of professional prevention and control service organizations and new agricultural business entities with excellent equipment, advanced technology and standardized management, encourage the development of various forms of prevention and control operation services such as whole-process contracting and agent prevention and treatment, and promote the professionalization of prevention and control services. 改变。 Promote the integration of agricultural machinery and agronomy, create farmland environmental conditions that are conducive to efficient plant protection machinery operations, and promote the large-scale development of unified prevention and control.

Promote the integration of unified prevention and control with green prevention and control, change the prevention and control methods that rely too much on chemical pesticides, integrate and promote green prevention and control measures such as biological control, physical and chemical inducement, and scientific drug use according to local conditions, and reduce the frequency and amount of chemical pesticides used. At the same time, strengthen the supervision of pesticide business links, strictly investigate and deal with illegal sales of banned and restricted pesticides and misleading producers to use them.

四、重点工作

(1) Actions to improve disease and pest monitoring and forecasting capabilities. Focus on major diseases and insect pests of food crops and common diseases and insect pests of economic crops, and promote informatization, intelligence, and visualization of monitoring and forecasting. Encrypted deployment of grassroots monitoring sites, adding automated and intelligent monitoring facilities, and improving terminal discovery capabilities such as real-time monitoring, continuous tracking, and early warning. Strengthen the research and development and application of information technology such as “Internet +” and big data, establish and improve the monitoring and early warning information system of pests and diseases, realize digital monitoring, network transmission, and model prediction, and improve the automatic perception ability of pests and diseases. Improve the monitoring and forecasting technical standard system, standardize monitoring and investigation and forecast release behavior, establish a regular consultation mechanism, accurately study and judge the occurrence situation, and improve the timeliness and accuracy of guidance and prevention.

(2) Actions to improve green prevention and control of pests and diseases. Based on pesticide reduction and efficiency increase, green prevention and control technology models shall be established by region and crop, and integrated promotion and application shall be accelerated. Promote the application of natural enemy insects, botanical pesticides, microbial pesticides and fermented biological pesticides, and gradually reduce the intensity of chemical pesticide use. Reasonable use of physical and chemical inducement and control techniques, promotion of mulching weeding, insect nets to avoid harm and other measures, to reduce the use of chemical pesticides. Promote high-efficiency and low-risk pesticides with good control effects and low dosage, guide the rotation of pesticides, alternate medications, and observe safe intervals for pesticides to improve the effectiveness and efficiency of pesticide use.

(3) Promoting actions for specialized prevention and control of pests and diseases. Support the development of specialized prevention and control service organizations, vigorously promote unified prevention and control, and accelerate the transformation of pest control organization forms. Cultivate a group of professional prevention and control service organizations and new agricultural management entities with excellent equipment, advanced technology, and standardized management, increase financial support for projects such as purchasing services, and play the role of professional prevention and control service organizations as the main force in disease prevention and control. Innovate service methods, promote the application of new high-efficiency plant protection machinery and precision pesticide application technology, promote the integrated development of unified prevention and control and green prevention and control, and improve the organization and scientific level of prevention and control.

(4) Pesticide use monitoring and evaluation actions. Build a monitoring and evaluation support system for pesticide use, formulate monitoring and evaluation methods, and provide a scientific basis for reducing the use of chemical pesticides. Focusing on major grain producing areas and economic crop advantaged areas, establish a number of monitoring sites for pesticide use, and systematically monitor the types, amounts, intensity of use, and packaging waste of pesticides. Clarify the evaluation indicators for the use of pesticides, regularly analyze and judge the monitoring data of pesticides, scientifically evaluate the effects of disease prevention and pest control, and the effects of maintaining production and increasing income. Establish a pesticide use monitoring data reporting system, optimize pesticide statistical methods, and gradually establish a pesticide use data monitoring platform to provide support for the scientific use, safe use, and reduced use of pesticides.

(5) Promotion and popularization of safe drug use. Strengthen the popularization and promotion of knowledge on the safe use of pesticides, improve the level of scientific use of pesticides, and promote the reduction of use. Continue to promote the “Scientific and Safe Medication Lecture” public welfare training activities, and use radio, television, the Internet and other media to widely publicize the knowledge of pesticide use. Organize experts to go deep into the front line to carry out roving guidance and technical training, solve technical problems in the use of pesticides, and improve the rate of technical availability and application level. Explore the Pesticide Safe Use Instructor System. In fruit and vegetable production areas and major grain production areas, carry out the pilot program of pesticide safety use instructors to guide farmers in scientific selection of pesticides, precise application, and safe use of pesticides, strictly abide by the safety interval of pesticides, reduce the risk of pesticide residue pollution, and improve the quality and safety of agricultural products.

(6) Pesticide use supervision and management actions. Promote the construction of pesticide operation standard stores, improve the level of pesticide operation services, strengthen the supervision of pesticide production, operation and use in accordance with laws and regulations, and standardize the operation and use of pesticides. Establish pesticide use files, focusing on agricultural product manufacturers, professional cooperatives, production bases, and large planting households, to promote the implementation of pesticide use file records, and truthfully record information such as the type, amount, time, and location of pesticide use. Expand the pilot program of pesticide business standard stores, strictly implement the purchase and sale ledger records of pesticide business stores and the restricted real-name system for purchasing pesticides, establish a pesticide big data platform, and realize the traceability of pesticide sales and use. Strengthen pesticide quality sampling inspections and market inspections, and strictly investigate and deal with illegal production, operation and use of pesticides in accordance with laws and regulations. Promote the construction of a pesticide packaging waste recycling system, and steadily increase the recycling rate of pesticide packaging waste.

5. Safeguard measures
